Under the Govt. Decree 156/2008 (VI.6.) from 1st of July the Hungarian Rail Office' tasks will be supplied by the National Transport Authority. Derived from the legislative continuity every previous, important information in connection with administration and regulation of the National Transport Authority's Department of Railway Regulation is available.

The development of a Railway Information System (2005/017/520-04-01-05) has been carried out at our Authority with the use of 160.000 EUR EU transiftion facility financial resource, as well as with national co-financing - in accordance with the procedural order laid down in the Presidential order no. 8/2008. -, which basically aims to achieve an electronic, EU compliant record keeping. The project started at the end of 2007 has been closed in October 2008. The contractor is the Online Üzleti Informatika Zrt., while the final beneficiaries are the railway professional areas of the National Transport Authority.

Activities of the Railway Authority

Mission:

The mission of the railway technical domain is to ensure the fulfillment of EU's and Hungarian Republic's transport policy objectives.

Based on its strategic planning activities and methodological initiatives by forming and spreading of innovative solutions the branch contributes to the improvements of the efficiency and traffic safety level of the infrastructure.

Activities of Regional Directorates:

Permits building, transformation, demolition and putting into operation of no-mining cable car, chair lifts, and ski lift.

Gives railway authority permission for activities planned inside the railway safety zone in other authorities' administrative procedures.

Gives a railway authority contribution in the area planning administrative procedures.

Makes proposals on cities' local regulation plans, furthermore on the resettlement plans and local building regulations.

Administrative check of keeping operational, technical and safety regulations of railway buildings, equipments and railway vehicles.

Check the safety conditions of the rail tracks, facilities, operating establishments and railway vehicles and activities related to railway traffic (such as regular supervisions, required repairs).

Activities of Directorate of High Priority Affairs:

Takes part in the work of ERA (European Railway Agency) and other international railway organisations.

Permits building, putting into operation and demolition of railway tracks, railway bridges and railway tunnels on public railways.

Permits building, transformation, putting into operation and demolition of loading or unloading, weighting machines and devices on public railways.

Permits building, transformation, putting into operation and demolition of overhead contact line, signaling equipment and other safety controlling devices on public railways

Permits building, putting into operation, relocation and demolition of a railway level crossing in the junction of railway and public road.

Issues Type Certificate of Railway Vehicle and the Authorization for Transformation of Railway Vehicle.

Permits putting into operation of railway vehicles.

Permits production of railway boilers and tanks with high pressure equipped to railway vehicles.

Issues Safety Certificate for Hungarian Railway Undertakings.

Issues Auxiliary Safety Certificate for Foreign Railway Undertakings.

Issues Safety Certificate for the Railway Line Operator

Check the operational, technical and safety conditions of the rail tracks, operating facilities, railway vehicles and technological activities related to railway traffic safety.

Permits and checks the activities of companies and crew dedicated to the field of railway vehicles repairing.

Gives a railway authority contribution in special administrative procedures regulated by law.

The Central Office's strategic and methodological activities:

Supervises and controls the railway administrative activities of the National Transport Authority's Directorates.

Represents the National Transport Authority and the interests of the railway branch in ERA (European Railway Agency).

Takes part in the work of ERA.

Among his international tasks prepares the quarter year and year reports for the EU Commission.

Makes proposals into the introduction or modification of the branch law, measures and technical regulations related its scope, takes part in the preparation and negotiation.

Gives technical proposals to questions occurred in the regional administrative organs.

Collaborates in the supply of regional development, country planning, settlement development and resettlement tasks.

Controls the supervision of safety conditions of the rail tracks, the facilities, the operating establishments and the railway vehicles.

Defines the strategy, directives and requirements of the curriculum and other materials of courses concerning railway professional staff's training and development.

Approves the railway undertakings' corporate instructions related to railway staff training and development or activities affecting the railway traffic safety.

Supervises and controls the training and examinations of railway drivers and other employees related to railway safety.
