The regulations of the Hungarian Civil Aviation has started at 1917, with the common Military Ministry of Austrien and Hungarian Monarchie for the organization and the regulations planning.
The starting of the civil aviation-by consideration of the peace-treaty of Versailles, which banned the military aviation and the aviation industry- by, forming into the Hungarian Commercial –Aviation Ltd at 1920.The „ aviation matters” had got under control of the Commercial Ministry. In 1921, the Aviation Section became the XI-th Departmen of the Commercial Ministry.
In 1922, the Civil Commercial Ayiation has got derogation under the obligations of the peace-treaty, so even in that year it had borne the first basic Aviation Decree, which put all the tasks of the commercial aviation for the competency of the Minister.
Int he frame of the Commercial Ministry had been formed the „ hungarian Royal Aeronautical Office”, which became the V-th Sections of the Ministry in 1924.
This Office had breakdown for the next subsections:
● Personel and Traffic Department;
● Technical Department;
● Economical and Administrative Department;
● Aviation law enforcement and Registration Department;
● Organization,Training,Alerting and Regulations-editing Department;
● Airplan and Aviation Motor Supervision Department;
● Aerodrome Construction Department;
● Assistant and Economic Department;
In 1937, reorganised the military aviation and it had divided from the civil aviaton, which remained under control of the Aeronautical Office.
In 1944, the supervision of the civil aviation from the Commercial and Transport Ministry had ended up to the Military Ministry, but by the May of 1945 it had returned back to the Commercial and Transport Ministry.In this year, the Aeronautical Office took the contact with the central Secretariat of PICAO for the reorganizations of the international requirementns of the aeronautical services.
In 1946, coming into beeing the III-rd Aeronautical Section of the Commercial and Transport Ministry.
In 1954, the Hungarian Airline Company(MALEV) have been established by the Transport and Postal Ministry.
In 1957,the tasks of the civil aviation authority had been reorganised by the Transport and Postal Ministry and came to existence the Directorate General of Hungarian Civil Aviation,and after in 1967 it had been renamed as the Department of Hungarian Civil Aviation.
The end of 60-es and the start of 70-es many disaster happened at the Hungarian Airlines and analysing the reasons of these disasters, it been necessary to separate the tasks of Operation, from the tasks of Supervision. So, in 1973 they detached the tasks of Supervision from the Hungarian Airlines, and detached the tasks of Operation from the Ferihegy Airport and established the Directorate of Air Traffic and Airport. In this organisation came to existence such a Civil Aviation Supervision Department again, which should made the tasks of the I. degree of Civil Aviation Authority.On basic of the KPM 13/1983.(VI.30.) Ministerial Decree from this Department re-established the I.degree Civil Aviation Directorate. The tasks of the II. degree Authority would provide the Department of Civil Aviation int he frame of the Transport and Postal Ministry.In October 1969,Hungary connected to the Chicago Convention, which had been signed in 1944 , about the International Civil Aviation.
In 1990, the Civil Aviation Directorate had renamed again, and became the Civil Aviation Department with no changes of the previous tasks and competency.
In 1993, by the 13/1993 Gov.Decree came into existence the uniform administrative transport organisation such a Transport Superintendence by the supervision of the Minister of Transport and Postal Ministry. The I. degree Civil Aviation Directorate infiltrated into the organisation of the II. degree Transport Superintendence.By the such a way established Organization had been re-organised again the decision of the Goverment on basic of the 142/1995(X.30.) Gov.Decree ,due to objections of the ICAO in 1993 and in 1994, and re-established an organization of the independent civil aviation authority, the Directorate of Civil Aviation.
The name, activities and the organization had changed again on basic of the 261/2001 Gov.Decree and became the hungarian Civil Aviation Authority and the changes of the organization and the activities had been regulate by a new Organizational and Functional Regulation which was approve by the Minister of Transport and Economy in 28.Febr.2002.
From 1.Jan.2007 the Goverment established a uniform, with a nationwide competency certified organization, to provide the tasks of the vehicular, train service, shipping and civil aviation, under the name of National Transport Authority and the name of the hungarian Civil Aviation Authority changed again to the Directorate of Civil Aviation.
From 1-st of July 2007.on basic of the 166/2007(VI.28.)Gov.Decree the National Transport Authority became the successor of the Military Aviation Office and such a way the Military Aviation office has been integrated into the organization of the Directorate of Civil Aviation.
The changes of the tasks, activities and organization should contain the Organizational and Functional Regulation of the National Transport Authority.

Now the name of Hungarian Aviation Authority is National Transport Authority Directorate for Air Transport.
